Left-hander Takahiro Shiomi threw his first career shutout, Jose Fernandez homered, and the Rakuten Eagles won their first regular season game in a 5-0 victory on Tuesday.

The Ministry of Internal Affairs and Communications decided Wednesday to allocate Softbank Mobile Corp. a coveted 900-megahertz radio frequency band to improve signal reception for its handsets in Japan. The allocation will enhance Softbank Mobile's competitiveness against its larger rivals NTT Docomo Inc. and KDDI Corp., which already use an 800-megahertz band of the 700-900 megahertz range known as a "platinum band" for its reception quality.
