Shimoyanagi owns a 129-104 career record with a 3.91 ERA and will enter his 22nd season in 2012.
In October, he was released by Hanshin after going 0-2 with a 3.54 ERA in just six appearances last season.
The Rakuten Eagles said Sunday they have acquired veteran pitcher Tsuyoshi Shimoyanagi.
